Puentes A Seguridad & Oportunidad

PASO is a Home Study and Post Release Services (HS/PRS) program offering services nationwide. Our mission is achieving safe, nurturing, advocative, and supportive homes for the children in our care, and ensuring their continued well-being. We provide post-release coordination of services and support to released children from the Office and Refugee Resettlement (ORR) and their sponsors through a coordinated case management approach. PASO assists ORR in making qualified release decisions while promoting the safety and well-being of each child after their release to a sponsor in the United States.

PASO provides trauma-responsive and culturally-sensitive communication and collaboration with key partners within ORR, ACF, the Office on Trafficking in Persons (OTIP), immigration courts, families or qualified potential sponsors, a diverse and comprehensive array of community-based service providers, and the children themselves. We accomplish this by establishing a foundation of safety, caring relationships, and constant, forthright communication through our multicultural, bilingual staff, all of whom receive comprehensive training on best practices in child welfare and current evidence-based models.

PASO Has Impacted 42 States Since Opening

Our Stats

Since PASO opened its doors on January 2nd, 2024, it has impacted a total of 1,955 children who are currently receiving or have received Post Release Services. It has also provided home study assessments to a total of 88 families. *Data as of January 9th, 2025.

  • PASO was able to close 82% of cases due to the child and their sponsor/caregiver completing the services or based on assessment deeming services were no longer needed. 

PASO pudo cerrar el 82% de los casos debido a que el niño y su patrocinador/cuidador completaron los servicios o basándose en una evaluación que consideró que los servicios ya no eran necesarios. 

 

  • PASO had a loss of contact or inability to reach the child to confirm safety in 5% of the case closures. 

PASO tuvo pérdida de contacto o imposibilidad de comunicarse con el niño para confirmar la seguridad en el 5% de los cierres de casos. 

 

  • PASO saw 2% of children return to their home country after the reunification with their sponsor.  

PASO ha observado que el 2% de los niños regresaron a su país de origen después de la reunificación con su patrocinador. 

 

  • 97% of children remained with their original sponsor during the duration of their Post Release Services timeframe.

  • After an extensive home study process to ensure the child’s safety, PASO provided a positive recommendation for reunification between the child and their sponsor in 96% of the referrals.
